Asbestos removal - Sacramento County
Citrus Heights was built mostly in one decade: 40% of its homes went up between 1970 and 1979, more than any other place on this site, and 62% predate 1980. That decade straddles the federal bans on spray-applied asbestos (1973 and 1978) and the 1977 ban on asbestos wall patching compound. The city also has the area's highest share of mobile homes, about 5% of all housing.
Citrus Heights grew fastest in the 1970s, and the 1970s were the decade when federal agencies were banning asbestos products one at a time. The EPA timeline lists a 1973 ban on spray-applied surfacing used for fireproofing and insulation, and a 1978 ban covering the spray-applied uses left over. In 1977 the Consumer Product Safety Commission banned two consumer products: asbestos wall patching compound and asbestos artificial fireplace embers. Other products were never banned in that decade at all. A tract house finished in 1975 could have drywall mud from one side of a deadline and ceiling texture from the other, which is why the build date on a county record cannot settle the question.
The materials worth sampling before a remodel in this housing stock are the ones from that era:
None of these can be identified by looking. A lab result on a sample is the only answer, and it should come before anyone scrapes, sands or cuts.
About 1,770 housing units in the city, roughly 5.1%, are mobile homes (ACS 2020–2024, table B25024), the largest share among the places this site covers. Sac Metro Air District says single-family homes are not regulated by Rule 902 under most circumstances, but its list of regulated facilities includes, in some cases, single-family residences at mobile home parks. The district does not spell out which cases on its website, so a park owner or resident planning a teardown or a large renovation should ask the district for a determination before work starts. Roughly one in five units here are in buildings of five or more, and those apartment buildings are covered by Rule 902 on renovations above the threshold amounts.
Citrus Heights became a city in 1997, and permits now come from its Community Development Department, Building and Safety Division. Surveys and notifications for regulated buildings, such as commercial property along Auburn Blvd or Greenback Ln, still go to Sac Metro Air District. We did not find the city’s own demolition checklist, so confirm with Building and Safety how it collects the air district release.
In this housing stock, a project often starts with testing and removing a popcorn ceiling before paint or new lighting, or pulling up 1970s vinyl and its adhesive for new flooring. Furnace replacements raise duct wrap removal. Every one of them begins with sampling the material. Next door, Roseville sits across the county line, where notices go to EPA rather than a local district.
