Asbestos removal - Sacramento County
Seven in ten Carmichael homes predate 1980, the oldest stock among the suburbs on this site, with a median year built of 1972. It also has more apartments than its neighbors, with about a quarter of all units in buildings of five or more. That matters for asbestos, because Sac Metro Air District's Rule 902 covers apartment buildings with five or more units but excludes residential buildings with four or fewer.
Only about 52% of Carmichael homes are lived in by their owners, and roughly 26% of housing units sit in buildings with five or more units (ACS 2020–2024, B25024). Both figures stand out among the places on this site. The practical effect is that a lot of the community’s older housing is managed by landlords and property companies, and their remodels fall under rules that a homeowner down the street does not face. Note that the 26% counts housing units, not buildings, so the number of apartment complexes is smaller than the share suggests.
Sac Metro Air District’s Rule 902 treats apartment and condominium buildings as regulated facilities and leaves out residential buildings of four or fewer units. For a regulated building, a Certified Asbestos Consultant has to survey the suspect materials before the renovation starts. The rule then applies once the work disturbs 160 square feet, 260 linear feet or 35 cubic feet of material. An owner planning the same upgrade across many units can ask the district how a project spread over several units is counted against those figures.
Suspect material is anything other than wood, glass or metal, so drywall, flooring, ceiling finishes, roofing and mastics all count. Demolition of a regulated building needs a district application at any size, and both demolition and abatement carry a 10-day notification period.
Seven in ten units predate 1980 and 22% predate 1960. That housing spreads from Business 80 out to the bluffs above the American River near Ancil Hoffman Park. Owners of single-family houses are generally outside Rule 902, but the materials in a 1960s house are the same as in a 1960s apartment building, and testing is just as useful before a remodel.
Carmichael is unincorporated, so building and demolition permits come from Sacramento County. The district says its approved notification clears the Air Quality hold at the building department; we did not read the County’s own demolition procedure, so confirm the step there.
For landlords planning unit renovations, the first step is a pre-renovation asbestos survey of every unit type in the building. Turnover work commonly involves removing older flooring and mastic and acoustic ceiling removal. Boiler rooms and older central systems can raise pipe and duct insulation work. Next door, Fair Oaks is mostly owner-occupied houses, with a different set of questions.
