Asbestos removal - Placer County
Roseville (population 147,773 in 2020) sits across the Placer County line, and asbestos paperwork there follows a different path from Sacramento's. Placer is one of 18 California air districts that does not run the federal asbestos program itself, so required asbestos notifications for a Roseville project go to U.S. EPA Region 9 in San Francisco, with a copy to the California Air Resources Board.
Roseville is in the Placer County Air Pollution Control District, and that changes who receives an asbestos notice. CARB lists Placer as a non-delegated district for the federal asbestos NESHAP (40 CFR 61 Subpart M). In practice, the original notification for a regulated project is mailed or emailed to U.S. EPA Region IX, a copy can go to CARB, and the Placer APCD fact sheet says a copy is also attached to the demolition permit application filed with the City. The lead time is 10 working days before work begins.
The fact sheet we read is dated 2015. Before relying on its details, confirm them with Placer County APCD at 530-745-2330. We also did not find a Roseville Building Division checklist naming a specific asbestos form, so ask the counter what it wants to see with the permit.
Under the Placer fact sheet, a Certified Asbestos Consultant inspects regulated facilities before demolition or renovation. Renovations are covered when they disturb 260 linear feet, 160 square feet or 35 cubic feet of regulated material. Demolitions are different: a regulated demolition needs the notification even when the inspection finds no asbestos at all. The fact sheet also says there is no exemption based on the year a building was constructed, so a newer commercial building in the Galleria area is treated the same as an older one.
For a house, duplex or fourplex, state Health and Safety Code 19827.5 lets the building department issue a demolition or renovation permit on the owner’s written declaration that the project is exempt. That covers most homeowner remodels and teardowns. It does not change what happens to the debris: homeowners still have to follow asbestos disposal rules, and the fact sheet points them to the Department of Toxic Substances Control for those.
About 17% of Roseville’s housing predates 1980 and 6% predates 1960 (ACS 2020–2024). Those homes are mostly around Old Town, Downtown along Vernon Street and the neighborhoods near the Union Pacific rail yard. West Roseville is largely 2000s and newer construction. We make no claim either way about naturally occurring asbestos in Roseville soil; Placer County names other foothill communities, and the state map was not checked for the city.
In the older core, testing suspect materials before a remodel answers whether the exemption declaration is the end of the story. Acoustic ceiling texture removal and vermiculite insulation removal come up in mid-century houses near Downtown. For commercial teardowns, abatement ahead of demolition is paired with the EPA notice. South across the county line, Citrus Heights files with Sac Metro Air District instead.
