Asbestos Removal in Rancho Cordova, CA

Rancho Cordova's housing comes in two layers. About half of it, roughly 15,000 homes, was built before 1980, mostly in the 1950s-1970s neighborhoods along Folsom Boulevard north of Highway 50. Around 30% is newer than 2000, in the tracts south of the freeway. The City's demolition checklist builds in Sac Metro Air District's asbestos survey and notification form.

North of the Freeway, South of the Freeway

US-50 divides Rancho Cordova into two cities in terms of building age. North of it, along Folsom Blvd and Coloma Rd, are the 1950s to 1970s ranch homes, small apartment buildings and commercial strips. South of it, in Anatolia, Sunridge and the tracts off Zinfandel Dr and Douglas Rd, most construction is from 2000 or later. ACS 2020–2024 puts 51% of units before 1980, 13% before 1960 and about 30% after 2000. Most of the city's asbestos questions come from the north side. About 1,160 units, 3.9%, are mobile homes.

Mather, the former air base area next door, is a separate unincorporated community and is not part of the City, so its history and housing are not described here.

The City’s Demolition Checklist

Rancho Cordova incorporated in 2003, and Building and Safety handles demolition permits. Text quoting the City’s demolition checklist says applicants complete the applicable parts of Sac Metro Air District’s Asbestos Renovation/Demolition Survey and Notification Form. We could not open the checklist itself, so confirm the current requirement with the City before applying.

Fees, Timing and Penalties on a Small Teardown

For an older commercial building on the Folsom Blvd corridor, the air district side has three numbers that affect a schedule. The district’s undated Asbestos Program FAQ lists a standard fee of $435 for a single demolition, or for an abatement project under 500 square feet; renovation notifications that disturb no asbestos carry no fee. Demolitions and abatement projects have a 10-day notification period, which needs to be counted before the demolition contractor is booked. The same FAQ says violations can bring penalties of up to $75,000 per day. Check the current fee schedule with the district before budgeting, as the FAQ carries no date.

Low Percentages and Point Counting

Lab results on mid-century materials sometimes come back with a trace amount of asbestos. Rule 902 section 501.2 requires point counting to verify any survey result under 10%. A point-count result under 1% means the district does not regulate the material, though Cal/OSHA and waste rules can still apply. This step can change the scope of a job significantly, so it belongs in the survey, not after it.

Rancho Cordova Services

North-side homes and duplexes usually need a survey with point counting where results are low before remodeling. Strip-center and corridor buildings come down after abatement and the district notification. Ranch houses of that era can also have loose-fill attic insulation worth checking before vermiculite removal, and textured ceilings that call for ceiling texture removal. Further east along US-50, Folsom adds soil rules to the building ones.

Rancho Cordova Asbestos Questions

What does Sac Metro Air District charge for a demolition or a small asbestos removal in Rancho Cordova?
The district's FAQ lists a standard fee of $435 for single demolition projects and for small asbestos abatement projects under 500 square feet, with larger projects on a separate schedule. Renovation notifications where no asbestos is disturbed have no fee. Demolitions and abatement projects carry a 10-day notification period, so build that into the schedule before the City issues a demolition permit.
My asbestos survey mentions 'point counting.' What is that?
Sac Metro Air District Rule 902, section 501.2, requires survey results showing less than 10% asbestos to be verified by point counting, a more precise polarized-light microscopy method. If point counting shows less than 1%, the district does not regulate the material, which can lower notification, abatement and disposal costs, although other agencies may still apply rules. You can decline point counting, but then the material is treated as asbestos-containing. The consultant has to document that choice in the report.
