Asbestos Removal in Sacramento, CA

More than half of Sacramento's homes, about 114,000 of them, were built before 1980, and roughly 30% predate 1960 (ACS 2020-2024). No other city on this site comes close. The Sacramento Metropolitan Air Quality Management District, which runs the county's asbestos program under Rule 902, is headquartered downtown at 777 12th Street.

Pre-War Houses, Plaster Walls and Basement Pipe Runs

Sacramento’s oldest homes sit in the Central City, Land Park, Curtis Park, East Sacramento and Oak Park. Three in ten of the city’s housing units were built before 1960, according to ACS 2020–2024 table B25034, and that is the stock where plaster, wrapped heating pipes, old floor tile and furnace duct materials all turn up in the same house. A bungalow that has been remodeled twice can still have original tile under two newer floors, or insulated pipe runs hidden behind a wall that was closed up decades ago. By contrast, Natomas is mostly built after 2000, and a house there raises far fewer of these questions.

How Rule 902 Works Inside the City

Sac Metro Air District runs the asbestos program for all of Sacramento County under Rule 902. For a regulated building, the district requires a survey of every suspect material before renovation or demolition, done by a Certified Asbestos Consultant. Its abatement thresholds are 160 square feet, 260 linear feet or 35 cubic feet of material, while demolitions need an application at any size. Demolition and abatement projects carry a 10-day notification period, and renovation submittals are reviewed within 2 business days. Once the district approves the notification, the Air Quality hold on the City building permit can be cleared.

Most single-family homes fall outside Rule 902 under most circumstances, but the district’s regulated list includes apartment buildings, commercial property and, in some cases, single-family residences. When in doubt, the district takes phone questions on weekday mornings.

Two City Steps That Touch Asbestos

  • Commercial wrecking permits. On form CDD-0233, the City notes that a commercial building’s wrecking permit is not issued until the Asbestos Form carries an Air Quality date. The form’s note names commercial buildings only; whether residential teardowns get the same hold was not confirmed, so ask the permit counter at 300 Richards Blvd.
  • Older structures. Planning reviews structures 50 years or older for historic eligibility before demolition under City code 17.604.600. Many garages and outbuildings in the older neighborhoods are past that age, and a structure that old can carry asbestos in its roofing, siding or pipe wrap.

Where to Start on a Sacramento Project

For a house in Land Park or Curtis Park, begin with asbestos sampling and lab testing of anything a remodel will cut into. Common follow-ups in pre-war homes are removing old pipe and duct insulation from basements and crawlspaces, and lifting vintage floor tile and black mastic before new flooring goes down. Detached garages and small commercial buildings slated for teardown go through pre-demolition abatement before the wrecking permit. Across the river, West Sacramento works under a different air district with different home rules.

Sacramento Asbestos Questions

I want to demolish an old detached garage in Sacramento. What paperwork is involved?
In the City of Sacramento, demolition runs through the Application for Wrecking Permit (form CDD-0233). Planning and the Fire Department sign off first, and the Fire Department's FP-9 form asks whether hazardous materials such as asbestos are on site. If the garage is an accessory structure 50 years old or older, Planning also requires a Demolition/Relocation Investigation & Report, listed at $468 plus an 8% technology fee with a 45-day review. For commercial buildings, the permit is not issued until the Asbestos Form shows an Air Quality date from Sac Metro Air District.
Who is allowed to remove asbestos in California?
State rules apply to every contractor, not to one company. A contractor or employer doing asbestos-related work on 100 square feet or more of material containing more than 0.1% asbestos must be registered with Cal/OSHA's Asbestos Contractors' Registration Unit. The CSLB issues the C-22 Asbestos Abatement license only to contractors who are registered with Cal/OSHA or have an application in process. Sampling and planning or overseeing removal on 100 square feet or more requires a Cal/OSHA Certified Asbestos Consultant or Site Surveillance Technician. You can look up registrations and certifications on the Department of Industrial Relations website.
