Asbestos removal - Yolo County
West Sacramento (population 53,915 in 2020) lies across the river in Yolo County and follows the Yolo-Solano Air Quality Management District's asbestos rules rather than Sacramento's. That district exempts demolition and renovation of single-family homes from its regulation, as long as there are no other buildings on the property. A quarter of the city's homes predate 1960, mostly in Broderick and Bryte.
West Sacramento is in Yolo County, and Yolo County’s air district is the Yolo-Solano Air Quality Management District. CARB lists Yolo as a delegated district, meaning the federal asbestos program is run locally, as it is in Sacramento County, rather than through EPA as in Placer or El Dorado. The local rules are different, though. Asbestos testing, surveying and removal fall under Yolo-Solano Rule 9.9, and its asbestos fees are set in Rule 4.3. We have not read the full text of Rule 9.9, so this page does not quote its thresholds, lead times or fee amounts; ask the district for the current figures on a regulated project.
Yolo-Solano says demolition and renovation of single-family homes are exempt from its regulation as long as there are no additional buildings on the property. The second half of that sentence is the part to read carefully. If a lot carries more than the house, check with the district before assuming the exemption applies. The district also notes that structures built after 1980 can still contain asbestos, so a newer house in Southport is not automatically clear.
Even for exempt homes, the district strongly urges a survey of the area to be disturbed by someone who has completed an EPA-approved Building Inspector course. Its homeowner page also lists common building materials that may contain asbestos, because none of them can be identified by sight.
The district is direct about disposal: asbestos material is hazardous waste and must be disposed of as such. Its homeowner guidance is to keep the material wet before, during and after the work, double-bag it while it is still wet, then seal and label the bags, and to call the waste service provider for disposal instructions. It also warns that a dust mask on its own does not give enough protection.
About 44% of the city’s housing was built before 1980 and 26% before 1960 (ACS 2020–2024), concentrated in the older neighborhoods of Broderick and Bryte. Southport, by contrast, is mostly 2000s construction. Roughly 1,020 units, close to 5%, are mobile homes. Commercial and industrial buildings, including older properties on West Capitol Ave and around the port, are the kind of project where Rule 9.9 surveys come into play. We did not confirm the City Building Division’s own asbestos step for permits, so ask there as well.
In Broderick and Bryte houses, sampling by a trained inspector is the district’s own recommendation, exempt or not. Older homes there can need floor tile and adhesive removal or pipe and duct insulation removal. For commercial buildings on West Capitol Ave, abatement before demolition follows Rule 9.9. Across the Tower Bridge, Sacramento works under Sac Metro Air District and Rule 902.
